Three fixes for issues surfaced by an agent-infra hub-and-leaf scaling trial. Purely additive; no API changes from v0.4.0.
xfer encoder handles empty ServerCode and ProjectCode without producing the "args, got 0" decode error.
Sync round-loop continues while either side has pending work, decoupled from the user's Pull flag — restores parity with fossil-scm's client_sync continuation logic.
Repo.HandleSync invokes manifest.Crosslink on incoming blobs so the receiving repo's event, leaf, plink, and mlink tables match what the local commit path produces. Hub timelines now reflect received commits; verifier-clone no longer exceeds protocol round budgets on populated hubs.
