fix(horizon): keep the minted floor best effort
A mint wrote the floor on every structural pull and failed the request when it could not, so a read-only mirror or a store whose write lock was held no longer served the structural horizon. The floor is now written only when D moves later, and a failed write is ignored: the mark is a SHOULD, and without it the next seed is dated from the tag rows as before.
