Adds the libfossil-hidden code-artifact API on *Agent (Commit, Sync, SyncTo, Read, Files, Diff, Tip, ExtractTo, Config) plus the libfossil-hidden Service methods on notify.Service (ListThreads, ReadThread, MessageCount, ListDevices, AddDevice, RemoveDevice, CreatePairingToken, ValidateToken).
Internal SQLite tuning (single-conn cap + 30s busy timeout) applied at agent boot. Race fix on notify.Subscriber.subs from leaf/v0.0.6 carries through.
