— Extract the sync 4.1 zlib container codec into one leaf module: the three copies had drifted — logstore and repostate rejected valid containers whose zlib stream decodes to fewer bytes than the declared capacity, stricter than 4.1's output-capacity semantics — so unify on the spec-correct decode and retire the duplication.
