0.4.0 targets revision -01 of the Fossil drafts, which fold every erratum
into the text, and brings zit into line with them where Fossil and the -00
text disagreed. It closes a weakness in the sync server: cards placed before
a request's login card no longer run with the signer's rights. A check-in
amended with a `date` tag is now ordered by the tag's value, as Fossil
orders it, and a sync reply cut short inside a payload no longer aborts the
exchange. `import-fossil --submanifest` re-converts a sub-manifest source.
Built with Zig 0.17.0.

`trunk^` and other non-Fossil trailing punctuation no longer resolve.
