repocache: drop the 2 GiB cap whose rationale the code contradicts
The cap was justified as bounding 'a lying on-disk size before any allocation'. The read path takes stat's size and allocates exactly that, so there was no claim to distrust. What it did do was silently refuse a larger cache -- and a cache is advisory, so that refusal is invisible, degrading to a full rebuild with no diagnostic. Sub-manifest: card alphabet, artifact type, and the specification's vectors
Adds S as the twenty-second card letter and SUBMANIFEST as the ninth artifact type, per draft-fossil-submanifests-00 sections 3 and 4. Type determination reassigns after the card scan rather than during it, so no type is committed while cards are still being read (section 9.1). Reading and classification only: no tree walk, no emission.
