Sub-manifest: accept in the S-card writer what the parser accepts
The S hash is validated case-insensitively and kept raw, so a parsed card carries whatever spelling it was given. The writer asserted the narrower lower-case spelling, so re-emitting a card the parser had just accepted tripped the assertion. It now asserts the parser's own predicate. Sub-manifest: card alphabet, artifact type, and the specification's vectors
Adds S as the twenty-second card letter and SUBMANIFEST as the ninth artifact type, per draft-fossil-submanifests-00 sections 3 and 4. Type determination reassigns after the card scan rather than during it, so no type is committed while cards are still being read (section 9.1). Reading and classification only: no tree walk, no emission.
