sync: bound stalled rounds, not total rounds
A total-round cap multiplied against the per-round batch size into an accidental ceiling on repository size (~1M artifacts), which a healthy pkgsrc-scale store tripped while converging every round. Guard now counts consecutive rounds that moved no bytes; announcement is not delivery, so a peer announcing phantoms forever still trips it. Sub-manifest: card alphabet, artifact type, and the specification's vectors
Adds S as the twenty-second card letter and SUBMANIFEST as the ninth artifact type, per draft-fossil-submanifests-00 sections 3 and 4. Type determination reassigns after the card scan rather than during it, so no type is committed while cards are still being read (section 9.1). Reading and classification only: no tree walk, no emission.
