sync: regression-test a clone past the old round ceiling without a huge fixture
The ceiling was a PRODUCT of round cap and batch size, so shrinking the batch to 1 reaches it at a corpus a unit test can hold: 1124 artifacts, 1124+ rounds, stall budget 4. Records that a converging clone ends exactly one stall deep -- the terminal round carries no cfile -- so the budget can never be 1, and that the count does not grow with the corpus. Sub-manifest: card alphabet, artifact type, and the specification's vectors
Adds S as the twenty-second card letter and SUBMANIFEST as the ninth artifact type, per draft-fossil-submanifests-00 sections 3 and 4. Type determination reassigns after the card scan rather than during it, so no type is committed while cards are still being read (section 9.1). Reading and classification only: no tree walk, no emission.
