Plain tag list now shows only singleton symbolic names globally and on a check-in, excluding branch machinery, raw properties, and propagating tags. Raw listing preserves every active tag, stored prefix, and value.

Add a tag-type-filtered repository-state query and end-to-end coverage for mixed singleton, propagating, raw, and branch tags.
