— import-fossil --submanifest: drop the whole-history replay gate and --force
The gate replayed every commit through the from-scratch tree builder three times to predict what the conversion itself measures, and on pkgsrc that was 14 of 26 hours before a byte was written. The conversion writes a new project beside an untouched source, so the honest evidence is the converted store: the summary now reports its bytes against the flat source's. The partition parameter comes from --k or the tip sweep; a history no k partitions is refused, as 'submanifest enable' refuses it.
