— settings: honour .fossil-settings, fossil's spelling winning (#117)
A repository cloned from a Fossil server carries its versioned policy in .fossil-settings/, which zit ignored entirely -- extras, addremove, and clean answered differently from fossil on the same checkout. Every versionable setting now reads fossil's spelling first and zit's as the fallback, through the one resolver funnel; the ignore seam and the shadow note follow.
