— fix(verify): report a tree waiting on a sub-manifest as a missing reference
A tree check-in whose sub-manifest has not arrived is deferred with no derived rows (draft-fossil-submanifests-00 5.2, 7.3). Verify reported that as a missing event row and missing plink rows, which reads as damage. Report it once as a missing reference naming the sub-manifest, and count it in MissingRefs.
