StoreUnderPolicy names content by the repository's hash-policy algorithm and never reuses a copy held under the other algorithm's name, as draft-fossil-submanifests-00 ยง6.2 requires of an S card's hash. It reports whether the row was found, inserted, or filled a phantom, so a caller can queue only what it wrote and retry what waited on a phantom. Store shares its write-and-verify tail.
