fix(testutil): wait for the server's whole process group before cleanup
StartServer kills the server's process group and reaps the leader, but fossil server forks a child per connection, and SIGKILL reaches that child asynchronously. On a loaded machine the child could still finish a write after Wait returned, and t.TempDir's RemoveAll failed with "directory not empty" (TestCloneFromRealFossilUncompressedReply, load average ~20). Merge branch 'fix/refused-clone-push' into the feature branch
