fix(manifest): re-read settings before auto-retune; queue republished leaves
The post-commit re-tune re-reads the settings in its own transaction and does nothing unless the pin is still the commit's k and submanifest-auto-retune is still on, so a manual re-tune or the automatic one switched off since the commit is never overwritten. A sub-manifest a public commit makes public is queued for the next push, since it was never sent while private.
