— fix(hooks): replace broken pre-commit with make ci-fast
The previous pre-commit ran 'go test ./leaf/agent/' from repo root, which fails because leaf is a separate Go module. The hook had been masked by a global core.hooksPath override; activating local .githooks/ via 'make setup-hooks' (added in this PR) exposed the breakage.
Replace with the same pattern as pre-push: 'make ci-fast' (~6s in this repo). Skip with: git commit --no-verify. (user: [email protected], size: 302) [annotate] [blame] [check-ins using]
