feat(leaf/agent): CommitOpts.Tags — symmetric to hub.CommitOpts.Tags (#150)
Adds Tags []TagSpec to agent.CommitOpts (mirroring hub.CommitOpts from v0.0.15) and plumbs it straight through to libfossil.CommitOpts.Tags. Synthetic agent slots (bones ADR 0050) commit through the leaf path, so the hub-only change in #148 didn't reach them.
