feat(make): add ci and ci-fast targets
ci mirrors .github/workflows/ci.yml verbatim: ci-vet — vet root + leaf + bridge ci-leaf-bridge — leaf and bridge short tests (sequential; CI runs parallel) ci-cmd — cmd/edgesync build + test ci-fast runs vet + build + short tests (~60s) for pre-push hook.
